Why do all my programs not recognize my serial numbers?

I formatted my pc, and when I go to reinstall all my software, the programs don’t seem to recognize any of the serials. From Photoshop, to a collage maker, even a video player is “forgetting” that I set to “always keep on top”. Is there something wrong with the Windows setup? a memory issue maybe?

The problem differently is your system forgetting settings such as taskbar on top if so which operating system forgetting settings such as taskbar on top if so which.
