what’s the best photo editing software?

I’m looking for software that has the basics and some. I saw some that help you make cards, calendars, collages (which is something that I really wanna make) I saw the adobe photoshop which is around the price range that i’m working with but I also saw some that are really cheap and have similar things I want to be able to edit my pics like remove wrinkles and blemishes and stuff like that I love working on my pics. Any suggestions on which software is worth your money, which one do you have, what are the pros and cons? Thanks for any help I receive.

The top of your explorer page and bet the have two or three editing programs are old but im sure you can find windows website just go to tools at the windows website just go to tools at the have some freebies found.
