Putting Faces together?

I want to make a collage of my nephews and nieces with all my kids. So there would be abt 30 faces selected from different pictures (big & small). Any idea on how do I put them together in harmony? Also, how do I turn the faces to the same sizes? I don’t have photoshop on my comp. Is there a free software online I can use to do this? I want to be able to view the finish product before ordering a print of it.
