Photoshop Elements Text?

I’m adding text to a collage in Photoshop Elements 5, however, I need the text to be on top of the pictures - how do I do that?
I did add a layer and I’m trying to move the text so that it appears over the photo. I did it once using the “Bring Forward” option, however, I can’t find that now.
