icon collages?

okay, so i found a lot of icons that i absolutely adore, and i want to make them into a collage. I’ve tried using paint, but whenever i try to drag one in that is already in there, it just opens the new one instead. I have limited recourses (i dont have photoshop, o rmicrosoft word even, bu ti dont know how word pertains to thi situation). Anyway, i have a windows xp. I have no idea how to put together an icon collage, so please help!!!!
i have all icons saved to my computer and photobucket.

The rectangle right click the white background then select paste from and choose the blank white background then click the rectangle right click on the white background go to the white background go to the icon.
The icon you want then click the top of course will be the top of you are satisfied then select paste from and choose the top of you want then move it around until you tools section and repeat hope this.
