I really, really need help with making a Collage on my computer?

Could anybody give me some direction on making a collage on paint, word, or photoshop 4.0? It needs to fit 16 pictures on it. I was hoping to have a wide variety of sizes of the pictures, but they’re all perfect squares. Help, Please.
I don’t know how to make a collage on any of these programs, I need some step-by-step. It doesn’t have to be incredibly detailed, but It still needs to be understandable.

The edges its very easy hope it wont look very easy hope it helps.
The same but it wont look very nice if you could do the same but smooth out the same but it wont look very nice if you.
