How to add text to photo and save as JPEG without text becoming blurry?

My cousin wants me to create a graduation collage to send out to family via email. The collage will have both text and graphics. Everything looks good until I save the image as a jpeg…then the text is blurry. What can I do to fix this problem? I have access to a number of image editing software (PhotoShop, PhotoImpact, etc.), but I can’t seem to get this to work. Oh, and the image has to be saved as one image…she wants to email it out, so family can print it. Thanks!
I think she wanted it saved as a JPEG because she wanted her mom to be able to upload the file to walmart or walgreens or something to have it printed. I wonder if they support other file types?

Saving as JPG isn’t the best way to save images because JPG is compressed. If you do save, make sure that you are choosing maximum quality (in Photoshop this can be with save as and then using the slider to go all the way right).

The file and thats why it as png or bmp theyre not much better quality youll find they arent blurry.
