How do you put seperate pictures into one picture on adobe photoshop 7.0?

I’m trying to make a collage picture from several picutures and cannot figure out how to enter one picture into the other picture? I’ve looked at the help section, and all i can find is some info abotu filters. I dont even know what the filter fuction does… could someone please tell me how to merge the pictures into one?
