How do I insert images/pictures into a collage on Photoshop?

I’m trying to make a collage of pictures and I can’t find a way to insert them onto a single page as different images so I can easily drag them around and resize them.

    The drag tool to bring them onto your main picture individually and use the drag tool to bring them onto your main picture with the appropriate size then open up.
