My idea is to do a family portait from my wedding. His parents were very upset we didn’t get his sister in any shots, so what I am trying to do is merge both pictures together. The one of all of us and her. I have seen at walmart but it costs almost $200. So besides photoshop how can I do this?? Even collage would do??

The accessories folder to do this use ms paint from the accessories folder to do this use ms paint from feature.
The menu then you can resize manage multiple images and make collage.

to place a set of pictures together, you could try photoscape, in a combine layout,

Photoscape : Photo Manipulating Suite, ~freeware
    _____________

to actually cut a person out of one image and paste into another group or scene, you would be best to use a program with layers and color adjustments and resize tools, has all similar tools as photoshop or paintshop-pro
    Gimp ~image editor, ~freeware
    ..
