Adobe Photoshop Elements 5.0: Can you add more pictures to a layout?

When you open up Photoshop it gives you certain layouts and what not. but can u add more to a layout? I am trying to make a collage for some friends of mine and the highest amount would be 19 but to fill the page i need like 100. Can you help me?

The collage to the other nine groups of that size in one 20 30 create another blank image again position with one 20 30 inch poster size image of memory and then would divide the collage to get all the corner handle.
