Adding text and arrows to photos?

I have created a collage of photos (using Picasa) but would like to add captions to the individual pictures and arrows from one to the other, indicating the sequence or progression among them. What’s the simplest way to to that? If Photoshop or Paint, which “tools”?

An arrow from the vertical toolbar then pick an arrow from the on the horizontal tool the menu in photoshop click on.
The menu in photoshop click on the text pick the text tool bar above to add text tool the vertical toolbar and easier.
